The Housing Authority has decided on, and published, new building regulations - a result of several years of work which was also postponed for six months. The new building regulations come into force on 1 July 2025 and then have a transition period of one year. But according to Olof Mundt Petersen, head of technical development at TMF, there is a lot of work that remains for the construction industry.

'It is positive in and of itself that new building regulations have been decided and that the entry into force has been postponed by six months, but with the new regulations an intensive period for the industry to evaluate what should be considered professional is also beginning,' explains Olof Mundt Petersen. 'This is a big job that needs to be done, and there the industry has not yet found a structure and forms for the process. In practice, this means that a number of different guidelines, industry standards and guidelines need to be evaluated or developed.'
In the new building regulations, the Housing Agency's building regulations, BBR, and the Housing Agency's regulations on European construction standards, EKS, have been replaced with several basic constitutions. The division follows the division and structure in the Planning and Building Act (PBL) and the Planning and Building Ordinance (PBF). The exception is requirements for energy management, which will continue to be regulated in BBR because a new constitution is coordinated with the EU directive on the energy performance of buildings (EPBD).
According to Anders Sjelvgren, Director General of the Housing Agency, the ambition has been not to regulate more than is necessary to meet the requirements set out in the Planning and Building Act.
Effective July 1, 2005
The new building regulations come into force on 1 July 2025 and then have a transition period of one year. Note, however, that the Housing Authority's regulations on due diligence in construction, demolition and land measures will already apply on 1 January 2025. For this particular constitution, there is no transition period, which means that they must be applied when they come into force.
Until the new building regulations come into force, businesses and individuals can already take note of the regulations and prepare themselves.
