An investigation by Earthsight has revealed that, despite EU sanctions banning Russian and Belarusian timber since July 2022, over €1.5 billion worth has still entered the bloc. Poland, despite being a strong supporter of Ukraine, is the largest importer, accounting for a third of suspect shipments.
Sanctioned birch plywood reaches Europe through intermediaries in Türkiye, Kazakhstan, and China, with traders falsifying origins. Russian manufacturers, some linked to oligarchs under EU sanctions, continue supplying European firms. Evidence shows companies knowingly purchase laundered wood.
The EU's enforcement remains weak, allowing smugglers to adapt quickly. A Russian representative described the system as 'legalisation', with only minor tariffs applied. While sanctions have reduced Russian timber imports by 80%, the remaining trade still funds Russia's war machine. The report urges stricter enforcement, particularly from Poland, which holds the EU presidency. Without decisive action, Europe remains complicit in financing Moscow's aggression.
